[Neo] new maven skin

Hi!

Now an even better version was deployed.

http://components.neo4j.org/graph-algo/

Changes:
* the new site descriptor (site.xml) is generic and could be used for 
any component.
* common navigation to neo4j, wiki, issues, components, apidocs
* added version info for component
* direct links to JavaDocs and Source Repository from main menu

The wiki link is now generated from the component artifactId 
("graph-algo"), and I think all components should have a (starting) page 
at the corresponding location in the wiki.
