[Neo] subprojects structure

Obviously we need a "docs" category for this. While most docs will be 
generated or exist in the wiki, a few will need a place to live in the 
svn repos. Then documentation-utilities could go there as well.

So this is the structure I would like to see:

- components
- docs*
- examples
- laboratory
- tools*
